This I agree with; if anything, this new, improved and much more
honorable Ranma wil be more faithful to Akane. However...

   I can believe that Ranko might chase after Ranma... but I don't
   think he would allow himself to be caught by her anymore than
   Shampoo, or Kodachi, or Ukyou. Ranma- takahashi's Ranma- and,

There's a difference between Ranko and the other would be SOs; she's
not (officially) trying to get him, so a whole set of defenses are not
engaged, and she's already "inside the circle" (i.e. already a loved
one) and living with him.  So their relationship is going to play out
differently, especially since (as the story has made clear) he has no
idea how to act towards a sister.

And don't forget that she's very much like his former (other universe)
self....  If you assume that she's deep down accepted that this is
*not* her brother, it all works.

Note to the author: you should at some point have Ranko mourn her
original brother; no matter how much she disliked him, she'll still
miss something about him that's not in the new, improved version.

   I think the Ranma you are portraying in this story- loves Akane and
   only Akane, he is just scared to admit it.

You can change the universe, but some things don't change (outside of
a few Elseworlds and the like).
