    How can you ever be sorry enough for the hell the victim has 
been though or is still going through. How could you ever test 
whether a rapist will rape again? 
     Can you be sorry for the guaranteed life-changing effects of
castration on an innocent? Remember, the US has a 10% innocent conviction
rate, and males have around a 13-15% *INNOCENT CONVICTION* rate.

      "Hopefully" just isn't good enough. Only a definite solution 
is exceptable in these cases.
     Find a solution which won't permanently damage someone who turns
out to be innocent.
