Nope, that's totally IC... just read the manga episode with the Gambling
King 'King' in it... Ukyou, Akane and Ranma play cards all night, and Ranma
ends up losing everything but his boxers... and in his hand is the losing
card...

I'd say that it's perfectly IC!

   But still, there's a bit of a difference. That time by your own 
admission Akane is present (so there is her implicit permission-- 
translation: Ukyo wouldn't be able to take advantage of the situation even 
if she wanted to); and besides there's a purpose to it (beating the Gambler 
King). Ukyo and Ranma playing strip poker alone, purely for fun (for UKyo 
especially!) is a rather different situation, _ne_? (There's an excuse the 
first time. Ukyo has none the second time.)
   Of course all this might mean is that Akane has a sick mind too...H_H
