They were *kidding* each other. What that scene was meant to signify is
that Akane finally takes that engagement business less serious and doesn't
hold it against Ranko anymore.
She didn't like Ranko turning into Ranma because she felt that Ranko was
somehow going along with their father's plans by doing that.
Now at the end of part 9 she realizes that Ranko is a friend and she has
been hurting her. And at the end of part 13 she comes to terms with more
than just her feeling about Toufuu-sensei - and she shows it by joking
with Ranko about that silly engagement. They aren't becoming a couple in
this part - they're becoming friends.
I hope this will become clearer when more parts come out, otherwise I'll
have to rework this ending thoroughly.
