The Shishi Houkoudan (Jeez, I *gotta* lear how to spell that one,
sometime) does need depression as an emotional focus, or rather
source. It was first used by Ryouga, who learned it from a
construction worker, I think, when he was trapped in a cave where
the walls were too soft to allow the Bakusei Tenketsu technique to
do any good.
When Ranma found out how it worked, he managed a few, rather weak
blasts and his father advised him that a depression-fueled
technique does not suit his temper. So Ranma sat down and
developed the Mouko Takabisha (That one, too. see above :) which
is basically the same move, but based on confidence instead of
depression. Therefor it seems logical that the technique can be
molded to any suitably strong emotion, depending on the
personality of the user. It just wouldn't be the Shishi Houkoudan
anymore, but a *related* technique.

Yep, the Hiryuu Shouten Ha was taught to him by Cologne to defeat
Happosai. It creates a sort of twister, caused by the interaction
of hot and cold chi in a spiralling motion. It is *not*, as some
fanfics say, a chi blast - that's the Mouko Takabisha.
