Well, it's arguable that no one is Ranma 1/2 is EVIL.  And most of those 
who hate Ranma wouldn't want to hire a bounty hunter...they want to 
exterminate him personally.

For that matter, only the Principal/Kunou/Kodachi really have that kind 
of money, not counting maybe Herb (or Kirin and Toma from the anime)
