Checking volume 4, I find:

"Koko wa Nyuchiezu no mura"

Here is the village of the Nyuchiezu.

Nyuchiezu is later pronounced Joketsuzoku when Nabiki reads the Japanese 
translation. The character breakdown of this is:

woman-outstanding-tribe/family

joketsu being an existing Japanese word meaning "outstanding woman"

My reading of this is that it is the name of the tribe.

HOWEVER the village is given no other name at any point in time, that I 
know of.  It is quite possible that it has no other name.  Calling it 
Joketsuzoku, or the village of the Joketsuzoku, is at least as accurate 
as other standard English renderings of the names of foreign cities. :)
