Genma tried to have P-chan boiled way back in Jusenkyo and saw him
change back to Ryouga. Soun Tendo has also seen this transformation at
least once when P-chan crawled into the tub with him to change back.
This happened in the first Kodachi story. So unless these two are
totally oblivious, one would figure that they know.

As to why they still allow Ryouga to sleep with Akane, my guess would
be that they want Ranma to be jealous in order to pressure him to make
a commitment to Akane.

Or maybe they really are totally oblivious. Who knows...
