also states there that Limiters are for first class deities only.

Hummm. Page 11 (in the Dark Horse issue, in English, sigh) asterisks 
indicate narration, not thought.

If it is not controlled properly.*

Belldandy: "O Latent Power of Mine, Now Sealed Away, ..."

*The earring prevents power spikes from occurring... sort of a 
Divine Surge Protector, you might say*

Belldandy: "...Return to Me in the form of Holy Light!!"

Yeah, it doesn't say Goddesses, it says Goddess First Class.  So Chan has 
the better interpretation.
