OK, let's walk through this a step at a time.

Athena is the goddess of wisdom.  She is the smart warrior, good at
managing her resources, somewhat shy, rather independent.  Of the Ranma
three, Ukyou matches this template the best.

I can't see someone who always fails in her efforts as the goddess of 
Wisdom.
 

Hera is the goddess of marriage and the home.  She is quite vengefull
and never forgets a slight.  She will destroy any woman her man
seduces.  This all sounds like Shamp, no?

Sounds more like Akane to me.  Akane dishes out way more vengeance that 
Shampoo ever does.  Nor is Hera a bimbo.
