Then send whatever e-mail you feel like to the luser (not a typo!)
who made up the page, and another one to root@geocities.com,
explaining how allowing that luser to remain on geocities, and
allowing them to keep the home page, is a Very Bad idea, and how
it will reflect _very_ badly on geocities itself. After all, what
type of site would allow a total breech in netiquette with such
abusive and threatening messages to stick around?
