Ok, here's a lame idea I thought of:

	The Jusenkyo springs are not well known in the 
world.  This is mainly because the world doesn't know magic 
well since Jusenkyo is one of the strongest Nexuses of 
Elemental water magic on earth.  Because of this power 
however, the magic of the springs would periodically 
connect with other body's of water throughout the world.  
The connection generally faded quickly, but with the proper 
knowledge to stabilize the link and make the linked pool a 
channel for Jusenkyo's power.
	Many years ago, Jusenkyo spontaneously connected to 
an underground spring in a cavern in New Mexico.  As with 
many other times, there was on one there to stabilize the 
link.  There was however an experimental prototype of the 
Gamma bomb detonated directly overhead.
	Still the spring was hidden so no one learned how 
the bomb interacted with the Jusenkyo link to the spring.
	Not until a few people with a direct affinity for 
Jusenkyo came to the area on vacation.
