Hey, if we're going into non-anime&manga-baddies, then I
unhesitatingly nominate... Claude Frollo, from The Hunchback of Notre
Dame! (No, not the Disney version, silly; the original Victor Hugo
novel, where Claude is a priest, knows a lot of Latin, Greek, and
Alchemy crap, and is ten-zillion times more obsessed with Esmeralda.)
This guy is just freaked.

Quote: "When one does evil, one must do it thoroughly; it's
madness to stop halfway! The extremity of crime has a certain delirium
of joy."
Excerpt from the novel: 'And thus delving into his soul, when he
saw what a large place nature had prepared for the passions, he laughed
even more bitterly. He stirred up all the hatred and wickedness in the
depths of his heart and, with the cold eye of a physician examining a
patient, he perceived that it was only corrupted love; that love, the
source of all virtue in man, turned into horrible things in a priest's
heart and that when a man constituted as he was made himself a priest he
also made himself a demon.'

However, if made to choose from the existing anime & manga
baddies, I would choose Gendo Ikari, commander of NERV, from Neon
Genesis Evangelion. The guy is an utter SOB, but cool. He treats
everyone around him, including his own son, as pawns in some grand
scheme. All the mysteries, secrets, conspiracies etc. in Evangelion are
kept by this guy. If he were a character in The X-Files, he would be
called White-Gloved Man or Dark Glasses Man.

Quote: Much of Gendo's coolness lies not in his words, but in
his manner. Just sits there with his hands folded just *so*, with
sub-commander Fuyutsuki standing behind him, while all hell is breaking
loose in Tokyo-3. However, to give you an idea of how ruthless he is,
here is a quote from the first episode, summoning a severely injured Rei
to do battle:
	Ikari: Call Rei.
	Fuyutsuki: Is she ready?
Ikari: She's not dead at least.
