Whenever I decide to write something, I first just jot down random ideas, 
anything that pops into my head (brainstorm, basically).  Then I decide 
which ones I really want in the story.  Then I decide what order would 
best work for those events.  Then, I jot down the section topics in 
order for a skeleton story.  After that, I start fleshing out the topics, 
maybe adding new ones to keep the flow going.
