Okay, you know when Largo says "Shinei" (sp) and then waves his arm or 
whatever and the orbital satelite strikes? What does that mean?

"Shinei" (sp) means "Die".

As to the arm-waving, that's just Largo being overly dramatic. I can't
imagine he'd be enough of a loon to actually make that a hard limitation
on his control of the satellites.
