Okay, spoiler alert people. The way that the Ningen statue works is that
it requires 3 Sanjiyan, one for each head. It draws the power from two
of the Sanjiyan and gives it to the third, turning the two into humans.
So, of course, for plot reasons, there IS a third Sanjiyan in the manga.
