Not necessarily. Remember, Nerima is primarily a residential district, so
the light pollution wouldn't be as bad as, say, in Shinjuku. OTOH, the light
pollution would be enough (I assume. I have not been to Nerima at night)
to block out most stars from view. I rather suspect it'd be like looking at
the stars in Torrance (a suburb of Los Angeles, a city similar to Tokyo in
that it sprawls out all over the place).
