That's dependent on where he grew up.  Remember much of Ranma's training
_did_ come from the "streets" the backroads of China and Japan.  I mean do
you really think that a street brawler could beat someone from the Amazon
village?  I'd say his father was tougher than the streets as well (who
else do you know who's willing to toss his son into a pit of hungry cats,
the guy was willing to do _anything_ to train his son in martial arts.
Besides Ranma was on the streets for a good deal of his time with Genma
anyway.)
