Does this make those spellings (instead of "Ukyou", "Ryouga", and
"Tendou") the Official Romanization of those names?

No more than the Bubblegum Crisis episode 1 makes the official
version of Sylia's name "Silia"

All of the BGC books that I have, render Sylia's name as Sylia.

My point exactly.
