How about having a special category starting next quarter for those who

My suggestion: reword the above idea to:

 'Best fanfic by a new Ranma writer.  Only fics that are entirely written
by authors who have never posted any _Ranma 1/2_ fics to RAAC would be
eligible.  These fics would still be eligible for the main awards, and it
would be possible for a fic to win both'.

Anyone care to disagree?
