Haruka could get away with this because even as Sailor Uranus, she as a
rather...supermodel-esque body.  That is, tall, thin, broad-shouldered, with
very understated curves and breasts.

Ranma in girl form can't.  She's the absolute opposite.  She's petite,
voluptuous at the least.

	Which is why the daycare kids won't be confused.  Ranma will 
still be obviously female-shaped, so the more mannish clothes and haircut 
won't throw them off...
