I was wondering a couple of things. 

A: What drives a writer to finish or stop writing the story they're working
on?

Writers write and finish writing when they feel the story that's being
told is done being told - when the story has reached its logical
conclusion.  In terms of ending chapters, I usually end them where I feel
it will provide the most incentive to continue reading (^^;;).
