C&C appreciated, especially regarding the technobabble. I haven't
technobabbled in a long time, and I feel horribly out of practice.

Actually, there are some inconsistencies here and in the first chapter.

1) Protoman's name in Japan is "Blues"

2) Rockman already has human emotions and feelings. Rockman got them in 
Rockman II. Dr. Light's attempt to clone him, mentioned in the instruction 
manual, messed up and gave him emotions instead. I've heard that Blues has 
emotions too, though I don't remember how.

3) The Rockman games take place in Tokyo. The Megaman games don't say, and the 
DAMN F***IN' KIDDIE SHOW takes place in New York. 

Oh yeah, this is to the guy that calls himself Nobody.
