Akane, Tatewaki, and Kodachi is my bet.

No, we know Akane is no_ being excluded because she was the first
one they felt sorcerous power in (when she summoned the hammer.)  I'm
betting on the Kunou's and Ukyou.

Remember, Tatewaki can cut through a tree with a stick, and Kodachi
can pull 20 clubs out of her cleavage.  If Akane's a wizard, how 
can Kodachi be mundane?  She was doing the hammer trick long 
before Akane learned it.  Besides, the Kunos are the
best candidates for villainy in the group and being the bad guys they 
need power.  True, Tatewaki isn't so much evil as confused, but
that'll do in a pinch.
