The Pointy-Haired Boss is in charge of SEELE. They don't know what an EVA 
is, let alone what it does.
Catbert is HR.
Dillbert & Wally are EVA "pilots". That's because the "cockpit" of the EVA 
is a cubicle and a monitor is the only visual and the EVA is 
keyboard-controlled. There's no sound, let alone neural-feedback.
