Depends on how you view the characters.
I've always thought that the initial battles they had with Ranma tended
to indicate that, when they entered the series, Shampoo was
noticeably better than Mousse.
Over the course of the series Mousse has tended to stand still in
his skills while, judging from the Reversal Jewel story, Shampoo
has gone backwards in a big way.
And as for the defeat rule, one of Shampoo's objections to Mousse
is that she beat him when they were 6 (or some really young age) and
thus he lost the right to be her husband. This would imply that
Joketsuzoku
males have some challenge rights, but they are once off challenges,
the male wins or is locked out of that route for good. Mousse, from his
actions, doesn't seem to think that he can force Shampoo to marry him
(as per defeat in a challenge) but does go on about how Shampoo
can marry him when she realises her true feelings. From this you
might choose to say women can marry whom they choose, but men
only get one shot at women who don't want them.
All in all, it's hard to get a feel for Amazon laws, not enough are
shown,
and the Amazons on view don't seem to have consistent traits to judge
from.
