Unfortunately for Ranma, the DBZ warriors do not have much in the way of
weaknesses. They have skill, power and _lots_ of experience (moreso than
Ranma) in fight-to-the-death combat.
Also, his Hiryu shouten ha is powered by his oponents battle aura.
Can you imagine what it would be like if it were fed by a Saiyan.
That is _if_ he can perform the move.
The things obstructing it is that Ranma still needs to spiral into them
to perform the move and that the move is dependent upon the anger of the
opponent, not the overall power of the opponents chi level.
Also, even if Ranma was able to pull it off, the move would not damage his
opponent(s) since all of the DBZ warriors are capable of flight and that
it is the impact from the fall that causes the damage, not the ascension.

In any case, the original question was what Ranma's power level would be
in DBZ terms. I would place it at 200 to 300 maximum. A far cry from the
hundreds of thousands plus that the DBZ warriors are at.
