Call me crazy (others already do), but I think the perfect person for the gene
would be Tarou.  It's already established that he'll do anything to defeat
Happosai, so getting the gene would be in character.  He already runs away
from women when they ask him his name, so the attraction would aggravate the
situation.  A run in with Rouge would have her chasing him and he HATES her,
and lastly, I can just picture the look on Tarou's face when he splashes Ranma
and Ranma suddenly gets all mushy on him (and Ranma's raw anger/disgust later
when back in boy form).  The story almost plots itself out, all you need is a
resolution.
