Seriously, it doesn't seem to take much (viz, the old woman's dipper...
on the other hand, it seems to get Ran-chan pretty damn wet for so 
little water).  And I believe the water needs to strike the head in order
to activate the change -- the end of volume 38 had the entire cast 
(more or less) ankle-deep in the flooded Jusenkyo plain, and they
were in their non-cursed form, so...

My two yen, anyway.  'Course, how would I know?  I never got cursed
