You're right, they are desperate. Four dead, and they don't have one
solid bit of evidence that will tie anyone to the killing. No
fingerprints, no hair follicles, no eyewitnesses, nothing. Just lots of
circumstantial evidence and a few possible motives. Add to this scenario
a homicide inspector who's more interested in upholding justice than the
law, and you get what we have in Part 4.

Gosunkugi's lack of access to the bodies might really depend on the
nature of the arrangement he might have with the killer. Besides, they
haven't searched his house yet, have they...
 
The differently disposed body suggests that a second part moved the
body, probably with the intent of protecting the murderer.  That would
be Konatsu I think.

Quite possible. Or the killer realized that the police were keeping the
canal bridges under observation and decided it was too risky.
