Gosunguki: Has the potential motivation but unless he's found some way
to beef up and restrain a girl without ropes, he can't be the killer.

Here's my list of suspects:

Kuno: Rejection is a very hard thing to deal with, even if you're 
delusional.  Could be trying to frame Ranma.  Skilled with a bokken.  
Point in favor: not skilled with bare hands.

Ranma: Curse plus a LARGE number of negative experiences with females.  
Cat-nip(?) found at dojo may implicate someone controlling Neko-ken 
state.  Point in favor:  Can't speak during Neko-ken.

Ryoga: Seen with latest victim... or so Konatsu says. Could also be 
trying to frame Ranma.  Bakusai Ken-Tetsu would enable use of shrapnel 
to rip women apart, arm strength would as well.  Point in Favor:  
Misdirection could put him out of range during the last couple murders.

Mousse:  Raised to feel inferior to females, has expressed rage during 
the fic.  Might be trying to frame Ranma too.

Pansuto:  He's a cold, cruel, calculating bastard who may be looking for 
a laugh.  Also possibly trying to frame Ranma.

Mikado:  Not mentioned in fic yet, but his obsession with females may 
have gone overboard.

Konatsu:  LARGE number of negative experiences with females.

Tsubasa:  Rejected by everyone, from all sides.

Ukyo:  10 years of repressed rage, suddenly gone... but where?  May be 
able to get instant Naniichaun.

Genma:  He's a bastard.

Happosai:  The ancient pervert might have gotten a little too good a 
grip during a glomp.

Akane:  Did Scarlet finally stop giving a damn?  Could have swiped 
instant Nanichaun from Ranma.  Has also shown interest in acting, making 
her capable of faking emotions.

Cologne:  May have gotten tired of watching Japanese women submit to 
their inferiors (Males) and is teaching them a lesson in self-respect 
that they can't handle.  Point in favor: is too detached to really 
bother with something like this.

Kodachi:  No knowledge of shape-shifts, voice was male, thus no instant 
Nanichaun.

Gosunkugi:  As the fic stated.  "He's 40 kilos soaking wet, holding a 
brick."

Kasumi:  Doesn't have the necessary strength.

Nabiki:  She wouldn't be willing to get her hands dirty.

Asuza:  Would get distracted by the cute blood spatters on the walls.

Shampoo:  Language skills not up to par.

And that's how I see this thing stacking up so far.
