Ya see, Ryoga's other curse is a genetic thing. A really bad
genetic
thing, but still, it's part of his DNA.
It is? Says who?
The only evidence for this, AFAIK, is that Ryoga's parents have the
same
problem. But it's just as reasonable to assume that it's a family
curse,
as that it's an inherited genetic trait.
Actually, given the tenor of the Ranma series in general, the "family
curse" explanation is MORE likely.
Actually, since both his Mom AND Dad are directionally impaired (PC way
of saying the idiots get lost easily), it would have to be some sort of
magical curse instead of a genetic problem. Unless Ryoga's dad just
happened to fall in love with another directionally impaired person. Of
course, they could have just bumped into each other on top of Mt. Fuji
while looking for the bathroom. :)

Later, Kasumi found her father cradling her mother in his arms. He
had run out of tears to shed long ago, but the expression on his face
told the story. Kasumi calmly slid the door closed and knelt down
facing her father and mother. Tears flowed from her eyes, but she just
waited until her father spoke.
After several minutes of silence, Soun asked with a scratchy
voice, "Kasumi dear. Will you please say goodbye to your mother and
then go get Mr. Saotome?" He didn't look up at his daughter once.
"Of course, Father," Kasumi said. She stood up, took one of her
mother's hands in her's, and said a soft, "Goodbye, Mother. I'll keep
my promise." Wiping the tears out of her eyes, she left to go find Mr.
Saotome.
