From what I understand of Sailor Moon (Note that I do not like Sailor
Moon) is that some of her powers (if not all of her powers) comes from
the moon. And since Saiyajins use the moon to turn into ape-beasts.
Would a Saiyajin go ape if Sailor Moon used her powers on that
Saiyajin?

No, because Sailor Moon's powers are based upon "love and justice".  She just punishes in the name of the moon. :)

(Seriously, though, Sailor Moon's powers are from that silver crystal thingey she wears on her chest; unless that mimicks full moonlight, it can't make a Saiyajin "go ape", so to speak.)
