Well, it's not easy to write Nabiki as IC, because we rarely were given
opportunity to see her express her personality. But one thing's for sure is
that Nabiki isn't an average human, that is. ^_^;

	So I'm wondering, which manga/anime episodes would seem to display
her best -- as in, reveal reliable aspects of her personality?  More
importantly, where could I find summaries/translations of these?

I can't help much with anime version, but I do have plently of tibits on manga
version.
While we are already familiar with few thing about Nabiki, that she's crazy
over money and conning swindler, and frankly doesn't care much about others.
There were several instances when you really get to see who Nabiki really is-
one was during the time, I think in Vol. 17, when Ranma became her finace
(yes, HER). Nabiki practically used him- rented him to others for various
reasons (to Ukyo, soccer games, etc.) at 1000 yen per hour. Then there was the
incident when Ranma accidentally destroyed her concert tickets (which was one
of the rare times when she actually purchased anything for herself, or anybody
else in manga). Nabiki had revenge against Ranma, conned Ranma out of every
yen he had, and threatened to blackmail him with a fake photo which implied
Ranma raping Nabiki. Needless to say, by the end of day, when others returned,
Ranma was quite frazzled and Nabiki was acting like nothing had happened. ^_-
There was an arc in Vol. 29, I think, when Kinnosuke challenged Nabiki in a
contest where the person who spent money first was the loser. In the end,
Nabiki lost the challenge when she spent 10 yen, but I'm not sure.
Also, she even sold off her own father when Hinako bribed her with 10000 yen
($100 US) for Soun. She's known to get Ranma and Akane in trouble frequently.
In that Oni-destroyer plant part (which IMO was one of the most hilarous saga
of Ranma 1/2), she purposely got Akane and Soun angry enough for the plant to
attack them.
Nabiki is also, indirectly, responsible for the wedding fisaco at the end.

As for anime version, I can't help much, but from what I've seen so far,
Nabiki's far more agressive in betting contests. She's also seen to maniuplate
the players in the fights just so she would get the winning bets.
