There is a point to it.  Its a hint, admittedly not that subtle, but a
hint nonetheless, that your (or someone elses, Tybalt does tend to be on
the grumpy side) blatherings are annoying. 

(which is incidentally another fanfic error I really get annoyed with). 

That (informing the reader about a secret organisation) is called creative
license.  Otherwise, the reader doesn't have a clue about whats going on,
which may be fine in some stories, but again, it depends on the point of
view you are trying to get across.
