I may be mistaken, but it appears that your geography is slightly off.
While Kled is just north of Dylath-Leen, with Nir, Ulthar, and the Skar
in between, Celephais is nowhere near there. In fact, Celephais is on
an entirely different continent.
According to the Keeper map included in my edition of the CoC Dreamlands
sourcebook (Third edition, if that matters), Celephais is indeed on a
different continent -- but it's located roughly east of Kled, across the
unnamed strait connecting the Cerenarian Sea and the Southern Sea.
Separated from Kled by an expanse of water, yes, but not much more distant
probably than England is this from France in the waking world.
Then again, time and distance in the Dreamlands are likely not nearly as
immutable as they are in the waking world anyway... perhaps things have
changed since Randolph Carter sought the Silver Key. :)
