That's correct. Heck all that needs to be done to make Batman and Ranma on
the same level is give Bruce the personality of the TV series version and
the skills of the comic book version. There was a joke on the DC newsgroup
that the comic book version of Batman can beat the rest of the JLA(Superman
& Captian Marvel included) with both hands tied behind his back. DC has
gone a little overboard with making Batman the premier martial artist.
There are the top 10 Martial Artists in the world and right above them is
the Batman, he's no longer considered a human martial artist.

I'd have to agree that batman's lack of overt ki techinques doesn't rule
out being superior to Ranma. Look a Colonge, if she does use ki, it is
indirectly, like the shark fist. Admittedly, I'm more familiar with
Catwoman (go anit-heros!) than Batman, but as she often fights him to a
draw, I think we can assume they have a comprable skill level, and she has
dropped from the penthouse of a large skyscrapper onto a speeding van
without getting injured. Now, I think she swung around a flagpole in the
middle of the drop, but we can see this illustrates that the DC martial
artists are operating on a level around Ranma's. Even the training times
can be the same, or shorter. Selina Kyle leans martial arts in a few
years, if that (a style that is supposed to take in and improve on all
other martial arts, I wonder if Happosai had another student?). Despite
this time frame, she's on a par with Batman, who's trained for most of his
life. (Of course, her sensei did say she was unsually creative, and she is
also credited with the ability to perfectly learn moves by watching them.)

As for why Colonge would teach Bruce and exempt him from the marriage laws:

	1. I think we can all see unpleasent senarios for holding the heir to a
fortune against his will. Espeically since the Chinese government wouldn't
approve.
	2. Given his unselfish modivation, his discipline, and presumed skill,
she would enjoy having him as a student, and might even consider him a way
to pass on her techniques to future generations of amazons. After all, she
doesn't know that Ranma will come along.
	3. She can get economic aide and help with the outside world (those
amazons sure adapted to technology quickly, eh?).

Beware of organizations that proclaim their devotion to the light without
embracing, bowing to the dark; for when they idealize half the world they
must devalue the rest.
