I believe the redline was about 10%. (Fact: The EVA can't move if sync is
< 10%.) I don't know the actual number, though. I do know that there was
only one instance where the sync was > 100%.

If you want to get picky, there were two times, according to Ritsuko.

One was when Shinji was absorbed by unit 01, and the other was when 
Shinji's mother was absorbed by unit 01 - although they never 
actually say that it was Yui that hit the 400% mark, it can be 
inferred from Ritsuko's reaction (and the presence of Yui's spirit 
inside the Eva).
