I'll give you a theory. It was also stated in the story that the power
of the spell was growing, so...
The people in costumes were changed first, while the spell was weak, so
the spell only created a partial change. Hence they notice the
differences and Ryouga was changed into a male cat. (Heck, his gender
couldn't be hidden by a costume anyway, so it was allowed for.)
People who were changed later by things around them received more
complete effects because the spell was more powerful - and also didn't
realize what was wrong.
