Treason is a capital offence. Wether the girls commited it or not is

Only if they continue to hold power. What will probably give them
immunity from prosecution for their crimes is that nobody outside the
family will know what they did, and their parents won't have the will to
punish them. (Well, nobody will know except Pluto, and Pluto's insane.)
However, it is best that one does not concentrate on one's goal to the
extent that one loses track of the means by which one is getting there.
While Misaki and Usagi may never be punished for their crime courtesy
of script immunity that doesn't change the fact that they are guilty
of the same crime that could have cost Younger Jupiter (I think that's
who it was) her life, without the mitigating circumstances in that case.
You can ignore it with your god-like authorial powers, but in so doing
you are being inconsistent.
