I'm doing a bit of research for the sequel to "His Blood Still Cries,"
and I need to know a little bit about the AD Police and generally how
everyone thinks it works.

At the risk of giving away some of the plot:

Is Leon in the position to become Chief? If not, what would he have to
do to get into that position?

I want to know everyone's opinion, since I'm sure this issue was never
address in cannon.
