Nope. It was Faust's idea, and Ieyasu was initially against it. But the
others persuaded him.

Otaru had undergone a great
deal of ridicule and scorn for his treatment of marionettes as normal
people, until his growing popularity and an inexplicable favoritism
from the emperor of Japoness h! ad made Otaru's "eccentricities"
acceptable.
I tend to think it was really Lime herself that did this. Either that, or
the post-sabatoge media saturation. Otaru's relationship with the Emperor
is never really brought up as the cause for anything, other than
Otaru had found himself and his three marionettes the only thing
standing between Japoness and Faust's attacks.
Actually, that sounds more like Hanagata. Literally. ^_^

The sardines weren't worth the trouble. A few more shots, then
Ryoga-san would overheat and explode. Ducking around a corner,
I managed to lose him as I entered the ramshackle residence of
my Anime supplier.
One look at his face and I knew that I had been betrayed. "Tell me,"
I insisted. He refused, so I slammed him against the wall.
"Last chance. Where can Ranma-Ranma find good fanfics?"
"Try Jason Liao," he whispered, before he slumped to the floor.
I heard the sounds of a door splintering as I left through the
window, one step ahead of Tendo Heavy Industries...
