Well, if this fic is set in the OAV continuity (there is a question 
on that one - it references both the OAVs (light hawk wings) and the 
1st TV series (mad scientist Washuu)), then Earth already *is* a 
Juraian holding, at least that's what the dialog in episode 2 seems 
to indicate.
