Depends on the spell.  Lower-level stuff, like, say, a Fireball, only
needs the "negative" emotions.  But a Dragon Slave calls upon Shabrinago;
if Shabrinago's not there, you can't cast it.  Similarly, the Giga Slave,
and, if I remember correctly, the Ragna Blade, call on the Lord of
Nightmares.
Since Ranma's apparently not going to be trying a Dragon Slave, the lack
of the Mazoku in his world shouldn't be a problem.
Actually all of the elemental spells fall under the realm of Shamanism.
Shamanism falls under the following categories:
Fire, Includes spells such as Flare Arrow, and Fireball,
Water, Includes Icicle Lance, and Freeze Arrow,
Air, Includes Bomb di Wind, and Digger Volt,
Earth, Includes Dug Haut, and Vlave Howl, and finally
Spirit, Includes Elmekia Flame, Elmekia Lance, and Ra Tilt.
None of these spells draw from negative emotions at all. They draw from
a person's own strength. In essence the stronger one's spirit is the more
powerful Shamanism magic they can cast. An example of this is
Zelgadis and Sylphiel. Zelgadis is without a doubt the strongest master
of Shamanism they have and is probably Lina's only real competition
in terms of pure magical strength.  Sylphiel on the other hand is incredibly
weak when it comes to  Shamanism as she can only barely cast Flare Arrow
and an incredibly weak one at that. If Shamanism drew it's power from
negative emotion then there would be no difference in strength between
Zelgadis and Sylphiel. One of the reasons Lina throws the Dragu Slave
around with such impunity is because it's rather easy to throw a spell
around when all that's required is asking permission of a being who's
more than glad to let use his powers because said use of power leads
to the very thing upon which *HE* feeds. Whereas Zelgadis and Amelia
are far more Relunctant to use Ra Tilt, Shamanism equivalent of the
Dragu Slave, simply because doing so requires drawing from themselves
and quite frankly that would begin to get tiring after repeated use.
Oh and finally the Ra Tilt has defeated a Mazoku. I'm refering to episode 23
of the first season when Amelia and Zelgadis unleashed a twin Ra Tilt
upon *Mr. Chicken* utterly destroying the Mazoku.
