Well it is definitely altered now anyway. What was Saffy
trying to do then, I thought it was conquer the area
controlled by the Jusendo. At least at first, possibly more
later.

If I recall correctly:
He needed to deviate the water coming from Jusendo to feed the Phoenix Tap with the water it needed. The water that went to that tap would be heated, courtesy of the Kinjyakan, and then would fall on a pool that would house Saffron's egg. The heated water would provide Saffron with all the energy (or heat or whatever) it needed to transform.
Why did he need to transform, you ask? Because once transformed, he would radiate enough light and heat to keep the entire Phoenix Mountain lit and warm for his subjects :)

The big problem is that the entrance to Jusendo was amidst several other entrances, all trapped. So they needed the map which the guide had, who gave to Plum(?), who went to Nerima, etc...
A little misinformation and everything's set to the biggest fight in Ranma 1/2.

You did realize this is the villain from the first Disney
Aladdin Movie, I assume. I figured he deserved the job of
cleaning up all of Ranma's problems and all of Ranma's
friends problems.

Actually, I never saw that movie because Disney had a bad habit to send only dubbed versions to the Movie Theaters and to the market. Now they're wising up a little, but still...
(you did notice that I hate dubbings, right? :) )

Then he has to report back to a highly educated Martial
Artist for his second wish, if he ever finishes the first
one.

I almost feel sorry for him...
