I'm not going to continue this...I don't know enough
about the series...but anybody can use the idea if
they want to...kind of interesting to see what someone
could come up with along these lines

In the offices of heaven two beings were looking
over a certain case history.
"Now here's someone who could use a little pick up
in her life," one said.
"Her life doesn't seem to bad to me?"
"How can you tell," the first answered. "She
doesn't seem to have one."
"She's one of the most upbeat people around," the
second argued.
"You aren't very aware are you?" The being snorted.
"She runs through distractions like water through a
net. I'd say she's very depressed, if it weren't for
her sisters she'd probably be wasting away in
solitude."
"Her...alone?" There was laughter.
"You know what I mean."
"She needs a stable relationship with someone
outside her sisters."
"Good luck matchmaking her."
"Well you can't give a Goddess a wish, and even if
you could she'd screw up her chance."
"What if she's not the one making the wish?"
"What, send her to someone that'll wish for her as
a girlfriend?"
"It worked for Belldandy."
"She is not her sister. Belldandy was flattered,
Urd would resent it! Whoever you sent her two would
be fed up in a week, and so would she."
"Well, how about we assign her to someone that
refuses to make a wish."
"She'd convince him to wish for something silly or
grant the first unconscious use of 'I wish' and be
gone."
"Oh...but it has to be an approved wish." There
was a brief silence.
"She'd try to make their life miserable until they
make a wish."
"She can't go to far, or she'll get in trouble,"
the speaker smirked. "She's on probation and knows
she's being watched. And she'd have to make sure he
survived long enough to make a wish."
"Okay, we'll try it, but one change."
"What?"
"Instead of someone who doesn't want a wish, why
don't we find someone who wants to make sure they make
the right wish."
"And drag Urd along with the 'I'll make a wish
tomorrow' act? Hmmm...sounds fun."
