Headache... and this IS anime, where green, purple, and pink hair ain't
uncommon. I don't think the genetic laws are the same here. (Although I can
imagine a scene where Chibi-Usa realises that Mamoru is her mommy. Noop,
nope, won't think about it...)
Forget about this idea.
Hair color is *not* sex-linked (unless you are a cat), and a dark-haired guy
and a light-haired girl *can* have a light-haired female child if the
dark-haired guy has a recessive gene for light hair.
Of course you can do it any way you want in your fanfic, but realize that if
your fic says that hair color is sex-linked you've made your fic into an
alternate universe fic with different scientific laws.
