Although no official statistics were kept, it was widely believed that Nabiki Tendo, at age 18, was the youngest person ever imprisoned in the nation of Japan for income tax evasion.

Normally, people her age convicted of tax evasion were given a stiff fine or probation.  But Nabikis conviction had been the end result of a five-year effort by Nerima law enforcement to convict her of something, anything.  By the time Nabiki had been indicted, she had come to control most of the illegal gambling and smuggling in and out of Nerima district.

***Um red light.  I do like this idea of Nabiki getting it in the end (I know I know) for her "activities" however, she is a legal minor in Japan at age 18 (legal age being 20).  Even for murder, minors are not imprisioned in Japan...a little reform school (like 18 months) and psychotherapy, then they are back to the world.
