Robert W. Chambers is the man you seek. Lovecraft wrote several
homages to Chambers and his work in his horror stories, and admitted
very openly how much he admired the man. Chambers wrote "The King in
Yellow," one of the first 'cosmic horror' stories. You can read it
online; since it was first published in 1895, it has become public
domain.
