Um red light. First Japan doesn't have "Department of...." is have
Ministries... ie "The Ministry of Foreign Affairs." Next the Japanese don't
NEED a "Billl of Rights." The 1947 Japanese constitution contains
protection of more rights than the US constitution then and now. And so
they sure as hell do have freedom of press and speech...rather its the
interpretation of the constitution and laws by the courts and government
that limit people's freedom (not that anyone here is really aware of any
different). Additionally who the hell do you think wrote the 1947
constitution?? It sure as hell wasn't the Japanese....so try again.
Essential Japan is a top down culture, although some would say once in
awhile some one crops up to change things.... ie Shigeru Yoshia,Yasuhiro
Nakasone, Junichiro Koizumi and Makiko Tanaka. They believe in leaders are
born not made.... take that as you will. As far as bookeeping goes... this
country is notorious for its lack of transparancy in business. It won't be
a problem to hide some group in the books if you tried....
That idea about how the ninja still exist today isn't bad. You just need to
work out the occupation (1945-1951) period. The Japanese government was
answering directly to SCAP (Supreme Commander of the Alllied Powers) which
was Douglass MacArthur, however it is used to refer to his whole
administration. Thus it is possible that they were kept secret under
their nose, I think it'd have been a bit hard, making things border on
improbable. A possible way for them to make it through is to have gone into
hiding when the occupation forces came... moved out to the countryside and
became farmers until called upon. The occupation had fewer troops out in
the country, like Yamagata, Aomori (but there is a base nearby in Akita
prefecture), or down south in Miyazaki, Kumamoto....you get the drift....

2)According to a recent special on Discovery/TLC
The Jackal was actually an incompetent wannabe.
However the British (and later Americans) found it
useful to blow the Jackal up into a super-spy/assassin
to make it easier to ask for increased funding, hide
their
mistakes (The Jackal outsmarted us...we need more
money)
OR (WE didn't blow up that building and kill all those
people...
It was The Jackal)
And, of course, the "Other Side" used The Jackal to
show
how wonderful they were.
There are a LOT of good books on "The Great Game"
covering it from both sides. Some of them might even
be true. ^_^
3) Lots of people knew about "Murder Incorporated"
not many actually knew that much about them. Proving
anything
was much harder. Actually the modern Ninja reputation
helps them.
(in terms of writing a story)
The Japanese Government certainly don't admit they
exist. And with
all the cheesy movies, if a real ninja broke into your
house . . .who
would believe you?
Try reverse engineering this . . .
1)Ninja are very expensive specialists who are
born into the occupation.
2)Only a few people would need them OR be
able to afford them.
3)Most of the people who would need or be
able to afford them, would have their own
organization(s).
From this we can infer that the ninja, to
exist at all, must have a steady source
of income, extending over hundreds of years.
It _could_ be that ninja have "normal"
occupations that provide both income and a
"cover" occupation. (which seems to have some
historical precedent)
Allowing for this . . . ninja could/would be used by:
1)Government
2)Big Business
3)Clan/family members with ties to ninja
For example,
1)ninja historically were used by ruling
families to ensure their rule (or rival clans to get
power)
therefore, during the Meiji Restoration one or more
ninja
clans could have been absorbed by the government.
2)They could be working for Big Business as
Industrial Management Consultants. ^_O
3)Ninja might survive only as historical
remnants, deadly but few in number and used
only by individuals who have family ties
or historical obligations. Perhaps you
don't look for the ninja, THEY come
to you when you are in need.
